Deaf students at RIT rely heavily on video phones, streaming video, chat and other communications media that depend on broadband quality high bandwidth availability.  This change not only negatively affects the deaf population, but also those who communicate with the deaf using these techniques. This MS-NBC article points to the impact that Time Warner's ridiculous caps will have on the deaf community.
